असुरक्षित निर्माणकार्य

नेपाल मा अत्यधिक रूपमा नयाँ निर्माण याेजनाहरू संचालनमा छन् । निर्माण याेजनामा मजदुर हरूकाे सेफ्टीकाे बारेमा ब्यबस्थापक तथा निर्माण कम्पनी हरूले कुनै चासाे देखाएको देखिदैन । निर्माण क्षेत्रमा अनिवार्य सेफ्टि नियमकाे पालना गर्नुपर्ने नेपालकाे श्रम कानुन ले ब्यबस्था गरेकाे छ। मजदुर हरूकाे क्षेत्रमा काम गर्ने अन्तर्राष्ट्रिय नियाेग ILO काे नेपाल स्थिति कार्यलयले पनि जेनेभा कन्भेन्सन अन्तर्गत कार्यस्थल सेफ्टि काे बारेमा त्यति चासाे देखाएको देखिदैन । यहाँका मजदुर संगठनलाई त राजनीतिक दलकाे एजेन्डामा अान्दोलन गर्नबाहेक मजदुर हरूकाे स्वास्थ ,सुरक्षा र सुरक्षित कार्यस्थल काे बारेमा कुनै चासाे छैन। यी सबै समस्याको मुल जराे भनेकाे नेपालकाे सेफ्टि काउन्सिल नहुनु हाे । यदि नेपाल सेफ्टि काउन्सिल हुनेहाे भने दुर्घटना , अागलागी, बिपत , जस्ता अकल्पनीय घटना हरूबाट हुने क्षति लाई कम गर्न सकिन्छ । यसका लागि सरकार काे ईच्छा शक्ति हुन जरुरी छ। अहिले निर्माण कम्पनी हरूले अाधारभुत सेफ्टि काे पालना समेत गरेका छैनन् । कुनै पनि कम्पनी ले मजदुर हरू काे सुरक्षाका लागि सेफ्टि अफिसर राख्न अनिवार्य छ जसले कम्पनी काे मानवीय तथा अार्थिक क्षति हुन बाट जाेगाउछ। कम्पनीको सेफ्टि पाेलिसि हुन जरुरी छ त्यहि पाेलिसिकाे अाधारमा कम्पनी काे सर्भिस र स्तर पहिचान गर्न पनि नेपाल सेफ्टि काउन्सिल हुनु अहिले काे टड्कारो अाबस्यक्ता भएको छ यसका लागि सम्पूर्ण सराेकार वालाकाे ध्यान बेलैमा जान जरुरी छ।
